The State College Borough Redevelopment Authority (our friends call us “the RDA”) is a champion of community-first development in State College.

We provide seed funding for projects that reinvigorate past-their-prime properties, foster local growth and vibrancy in our community, and support life-enhancing human services so these resources can stay – and thrive – right here in town.

Retail Launch Assistance Program

Looking to open a new brick-and-mortar in Downtown State College? We can help!

Funded by the RDA grants and administered by the Downtown State College Improvement District, our goal is to reduce barriers to entry for first-time brick-and-mortar businesses by assisting with design, permitting, buildout, and start-up costs up to $15,000. Participants will also receive guidance from a network of local professionals, including engineers, attorneys, and business advisors to support long-term success.

Assistance looks like:

  • Up to $15,000 in dollar-for-dollar matched funding

  • Financial support for architectural, engineering, or construction-related services, permitting, and code compliance application fees.

  • Business support during the first two years, including quarterly check-ins, and connections to resources.

Who should apply:

  • Local entrepreneurs opening a brick-and-mortar business for the first time and locating within the Improvement District (Atherton Street to Sowers Street and College Avenue to Highland Alley)

While we believe the best of the RDA is yet to come, here are some completed and in progress projects that we’re especially proud of.

406 South Pugh Street

Everyone loves a Before & After. This fraternity house makeover is no exception.

This project transformed the historic former Alpha Chi Sigma fraternity house into a home base for Centre Helps, allowing them to expand their suicide hotline, among other services. The building will also be outfitted with 4 affordable and fully accessible housing units.

What’s completed:

  • 5,763 sq ft of commercial space

  • ADA accessible parking and loading

  • Three-story elevator

What’s coming:

  • 4 affordable, rental housing units

  • Residential tenant metering and mini-split connections

  • Exterior landscaping and upgrades

COMING SOON

State College Town Centre

Locals have been craving more high-end dining. Out of town visitors have been asking for more downtown hotels. And everyone loves a rooftop view. This project will deliver it all.

What’s coming:

  • 9-story boutique hotel

  • 2 restaurants with outdoor and rooftop dining options

  • Music and banquet venues

  • A food hall style incubator kitchen
